REGULATIONS 2025

1) What is INPUT
INPUT is an annual international conference of public media professionals and creators who gather to screen programmes from around the world and to discuss opportunities, challenges, and innovations of storytelling in the public service environment.

INPUT is not a festival, market or competition and has no commercial interest.
The focus is on the thorough and professional exchange. For that reason each programme selected to be screened at INPUT Bilbao, 3 - 7 May 2025 has to be presented by a person closely connected to the production.

2) Who can submit
INPUT is open to public service media institutions from all over the world.
Essentially it is the INPUT National Coordinators who have the right to submit productions to the International Selection. They have to follow a country quota and therefore often organise a national pre-selection.
Media makers are asked to contact the INPUT National Coordinators in charge of their country of origin. In countries where there is no National Coordinator get in touch with the INPUT Secretariat.

3) Eligibility
The productions submitted should not have been published before 1 July 2023.
Programmes made for theatrical release only, are not eligible.

4) What to submit
INPUT is looking for recent public service video and digital media productions, that are provocative, courageous or breaking new ground. In 2025 there will be a new strand integrated at INPUT which features the topic of streaming and its importance for the global public media community.

INPUT especially encourages the submission of
shorter programmes (less than 50 minutes duration),
content made by programme makers from diverse backgrounds,
content produced using AI and
international co-productions

For the International Selection for INPUT 2025 Bilbao productions for the following 5 categories will be accepted:

  • Successful content that worked with an audience under 35

  • Fiction 

  • Innovative factual programmes 

  • Innovative factual entertainment   

  • Digital content that travels across all platforms

In addition, each National Coordinators may submit one programme - whatever genre - that she/he thinks is just perfect for INPUT.
This submission is in addition to the country quota.

5) How to submit
From 1 November to 15 December 2024
the submission platform on www.input-tv.org will be open.

By 15 December 2024 the INPUT SECRETARIAT must have received for each submission:

  • Submission form, duly completed.

  • Screening copy in HD format, subtitled in English or an English language version, uploaded to the submission system.
    Uploading details will be provided during the submission process.

  • For cross media/digital media projects please make sure to include on the registration form all links necessary to judge your project.

6) The International Selection 2025
The International Selection is in the hands of the INPUT Moderators who are appointed by the INPUT Board. The International Selection will run from 27 - 31 January 2025 in Berlin.
By 15 February 2025 at the latest, all submitters will be informed about the results of the International Selection.

7) Screenings / Presentations at INPUT 2025 Bilbao
From
3 to 7 May 2025 all selected productions will be presented to the Delegates who have registered for INPUT 2025.

Presentations will happen in sessions, always followed by discussions.
All sessions are presented by INPUT Moderators, who will get in touch with the submitters of the selected productions prior to the conference to explain the context in which a production will be presented and discussed.
All selected programmes will also be available for individual screening in the Video Library open to registered INPUT Delegates from 4 to 21 May 2025.

8) Personal Participation
The main feature of the INPUT conference is the professional discussion, which follows each screening of a production. For this reason, all productions screened at INPUT 2025 have to be accompanied by a key person involved with the programme like the director, author, commissioning editor or producer.
The attendance of an INPUT conference is open to all interested media professionals. The conference fee to attend INPUT 2025 Bilbao is 200 CHF (Swiss Francs) and allows delegates to attend all programme sessions and gives access to the video library.
For each selected production one Delegate can register free of charge. All travel and accommodation costs are to be borne by the submitter.

9) After the INPUT Conference
INPUT will keep copies of all productions screened during the conference for use in the INPUT Archive at the Universitat Pompeu Fabra in Barcelona, Spain. Additionally, INPUT will keep copies in the INPUT Hubs of all productions screened during the conference. These copies can be used free of charge for Mini-INPUT events.

Mini-INPUT Events
Mini-INPUT events are strictly non-commercial professional training events following Mini-INPUT Guidelines. They can be organised by INPUT National Coordinators or INPUT Board members.

The Small Print
Productions submitted to the conference may not include any commercial advertising.
A co-production will be regarded as the submission of whichever organisation submits it. All co-production partners must be named on the submission form. It will be presumed by INPUT and the conference host that the other co-producers have agreed to the productions being submitted.

INPUT shall have the right to
screen the productions during the yearly conference and make it available in the video library to the registered conference delegates,
screen the productions during Mini-INPUTs during one year after the main conference and
release stills and excerpts of up to 2 minutes from any submission for reporting on the conference or for use on the Internet or other media.

These Rules are issued in English.

The registration of a submission for INPUT 2025 implies full acceptance of these Rules.
